Agency complaint preparation

Maid Agency Complaint and Dispute Guide

Line up your evidence before you file — the agency’s details, your paperwork, and exactly what you’re asking for.

The short answer

A useful complaint identifies the licensed agency, the written promise or charge in dispute, what happened, the evidence attached and the outcome requested. For a Peninsular Malaysia agency, use JTKSM’s complaint channels such as SISPAA, eAduan or the nearest labour office. For Sabah or Sarawak, begin with the regional labour department responsible for the agency. Ask for a case reference and the unit handling the matter.

Build one chronological complaint file

Start with a one-page summary: agency legal name, licence number, household name, key dates, total paid, disputed term and requested outcome. Attach the quotation, contract or replacement clause, receipts, relevant messages and any formal notice already sent.

Keep facts separate from assumptions. Quote the exact written term, show what occurred and identify the amount or document affected.

Use the correct route for the issue

A concern about agency licensing, conduct or charges should identify the licensed agency and be sent to the labour authority responsible for that agency. A separate worker-employer employment dispute may require its own labour process.

After filing, save the acknowledgement and follow the office’s instructions for further documents or attendance. Update the case summary when new evidence is submitted.

The rules and figures here follow official Malaysian sources as at the review date, and your own situation can differ. Check what applies to your own case with the Immigration Department of Malaysia for permits and passes, or the Department of Labour Peninsular Malaysia for agency licensing and employment terms, before you act on it.
