Build the timeline from dependencies
List route confirmation, employer and candidate documents, any agency or counterpart handoff, application submission, approval, medical steps, travel, arrival reporting and pass issuance. Adapt the sequence to the jurisdiction that applies.
For every row, add an owner, submitted date, expected response channel and evidence of completion. “In progress” is not enough when no one knows which party holds the next action.
Use delays to update the plan, not invent certainty
When a stage moves, update the dependent dates and household contingency plan. Ask which document or authority response is outstanding instead of accepting a vague explanation that the process is simply delayed.
Keep childcare, elder support or work arrangements flexible until the key approvals and travel details are evidenced. A target date helps planning; it does not override the process.
