Separate the person from the route
First score relevant experience, communication, safety judgement and routine fit without giving either route an automatic advantage.
Then create a second checklist for the route: current documents, parties involved, outstanding steps and the evidence needed before employment can change.
Ask the questions each route adds
For an overseas candidate, identify which approvals and travel steps remain. For a transfer candidate, ask for a factual account of the previous role, the ending arrangement and the present document status.
Do not rely on “faster” or “ready” as a complete explanation. Request the next steps and who is responsible for each one.
